What: Venice Boulevard Median Reconstruction for Street Widening

Work Description:
Construction of the Venice Boulevard Bridge, with columns in the center of the street, will require the widening of Venice Boulevard which includes the reconstruction of the median and reconfiguration of traffic lanes. Initial activities will include the removal of a few trees located in the median and on the north side of Venice Boulevard, as well as the removal of existing light poles and the installation of temporary lighting on the north and south sides of Venice Boulevard between Robertson Boulevard and Ivy Street. Both of these activities will take place between June 12 – June 20.
Median reconstruction will entail saw cutting and removal of the existing asphalt and concrete median, followed by the construction of a new median to accommodate the future reconfiguration of traffic lanes on Westbound Venice Boulevard. The parking lane along Eastbound Venice Boulevard, from Robertson Boulevard to Ivy Street, will be temporarily converted to a traffic lane and street parking will be prohibited during the duration of the work.
Traffic Impacts:
- Intermittent traffic lane impacts on Southbound and Westbound Venice Boulevard will be implemented during nighttime hours during the tree removal and the temporary lighting installation.
- Westbound Venice Boulevard from National Boulevard to Robertson Boulevard will be reduced to one traffic lane during nighttime hours.
- Westbound and Eastbound Venice Blvd from Ivy Street to National Blvd will be intermittently reduced to two traffic lanes during nighttime hours.
Advisories:
- Parking and “No Stopping Anytime” restrictions will be strictly enforced at all times.
- Directional signage will be used to safely direct drivers and pedestrians around the construction zones.
- Local and pedestrian access will be maintained at all times.

Where: Construction activities will take place on the Expo ROW at National Boulevard between Palms Boulevard and Clarington Avenue
Work Description:
Retaining wall construction activities will include the use of a crane to complete the wall installation. Due to space constraints, a crane will sit on the westbound lanes of National Boulevard in order to complete the installation of the wall.
Traffic Impacts:
- Westbound National Boulevard between Palms Boulevard and Clarington Avenue will be closed to all through traffic and all turns onto westbound National Boulevard will be prohibited.
- Traffic heading westbound on National Boulevard will be directed to continue westbound on Palms Boulevard.
- Eastbound National Boulevard will remain open and monitored by flaggers between Clarington Avenue and Palms Boulevard.
- Turn restrictions will be implemented in this area during work hours, please obey all posted traffic signs.
- Parking restrictions will be strictly enforced at all times and signage with specific restrictions will be in place in all construction areas.

As part of the construction of Phase 2 of the Expo Light Rail Line, work crews will begin all the necessary activities to support the construction of the Motor Avenue Bridge, including implementation of new traffic controls, excavation for the bridge foundations and construction of the bridge structure on the Expo Right-of-Way (ROW) in the City of Los Angeles. The relocation of existing on-street and underground utilities is necessary for construction of the National/Palms bridge structure and station. The work is being conducted by the Expo Line’s contractor on behalf of the Los Angeles Department of Water and Power. While closures and detours are necessary to conduct the work, the project has implemented a work plan to minimize the duration and impact to residents, businesses and commuters. Work Description:
Excavation will take place on the center turn lane and the two adjacent lanes on Overland Avenue to inspect the existing sewer line. Heavy machinery will be used for the sewer inspection and upgrade, including excavators/backhoes, front-end loaders, small bulldozers and trucks. Compacting equipment will be used to compact and restore the street. The noise generated by these activities will be comparable to that of a garbage truck and is not continuous.
Traffic Impacts:
- The center turn lane and the two adjacent lanes on Overland Avenue between Exposition Boulevard and Northvale Road will remain closed during construction work hours. Left turns will be prohibited at this intersection.

What: Soil removal and grading necessary for the start of construction

Where: Work will take place within the Expo ROW, throughout the alignment between Bagley Avenue in the City of Los Angeles and 17th Street in the City of Santa Monica
Work Description:
Construction crews will continue soil removal and grading within the right-of-way. Equipment used for these construction activities will include: excavators, compaction rollers, front-end loaders, backhoe loaders, bulldozers and trucks. Work crews will perform excavations under local, state and federal regulations and in a manner that does not harm the public or the environment. The California Department of Toxic Substances Control (DTSC) will oversee this process and ensure that it is performed accordingly.
Advisories/Mitigation Measures:
- Dust Control - The following measures will be implemented to prevent fugitive dust from leaving the site: the use of watering trucks to wet the soil, covering truck loads with tarps before they leave the work site, and the designation of a specific entrance and exit for all equipment and trucks hauling debris where an anti-soil tracking device will be installed. Additionally, street sweepers will be used to keep clear the streets of debris as needed.
- Soil Sampling and Analysis - In 2010, the soil in the Expo ROW was sampled for soil contaminants. Arsenic, lead, petroleum hydrocarbons, polychlorinated biphenyls, polycyclic aromatic hydrocarbons, and volatile organic compounds were found at various locations and depths below the ground surface in the Expo ROW. There is no immediate health risk to the residents or businesses in the area; however, DTSC recommended that the contaminated soil be removed to prevent the potential for future exposure.
- California Department of Toxic Substances Control (DTSC) – is responsible for the oversight of the soil removal process to ensure that the Expo Authority and its contractor, SRJV and their subcontractors perform the excavations under local, state, and federal regulations. All necessary precautions will be implemented to make certain that site workers and the community are safe during the soil removal activities.
