Please find enclosed our latest notice regarding the start of street improvements on Overland Avenue and Westwood Boulevard.

What:   Overland Avenue and Westwood Boulevard Street Improvements

When: Mid-April 2014 through September 2014

Work Hours:    7:00 a.m. to 3:30 p.m., Monday through Friday

Where:            

  • Overland Avenue, between Coventry Place and Esther Avenue
  • Westwood Boulevard, between Ayres Avenue and Richland Avenue

Work Description:

Street improvement work activities will include utility work, the removal of existing traffic signals and the installation of temporary traffic signals, saw-cutting, excavating/backfilling for the removal and restoration of the curb and gutter, catch basins and storm drains. Construction activities will take place in the parking lane on both east and west sides of the street. Construction activities will not occur on both sides of the street concurrently.

Traffic Impacts:

  • Traffic lanes will be maintained throughout the construction area; however the parking lane will be temporarily impacted.
  • Street parking will be prohibited in some areas during the work activities. Parking restrictions will be strictly enforced at all times and signage with specific restrictions will be in place in all construction areas.
  • As part of the final street configuration some street parking will be permanently removed. Supplemental notices will be issued ahead of the parking removal.
  • Pedestrian access will be maintained on one side of the street at all times.
  • Electronic message boards, directional signage and flaggers will be used to direct vehicles and pedestrians around the construction zone.

Advisories:

  • Local access to businesses and residences will be maintained throughout all construction activities.
  • Noise levels will be monitored to ensure work performed is within the necessary compliance levels.

What:               Soil removal and grading for construction of the Phase 2 Expo Bikeway

When:              Mid-April 2014 through September 2014

Work Hours:    7:00 a.m. to 6:00 p.m., Monday through Friday in the City of Los Angeles

8:00 a.m. to 6:00 p.m., Monday through Friday in the City of Santa Monica

(No work will take place on weekends)

Where:             Work will take place within the Expo ROW, throughout the alignment between Bagley Avenue in the City of Los Angeles and 17th Street in the City of Santa Monica

Work Description:

Construction crews will be conducting soil removal and grading within the right-of-way for the construction of the Expo Bikeway. Soil removal and grading activities will include the use of: excavators, compaction rollers, front-end loaders, backhoe loaders, bulldozers and trucks. Work crews will perform excavations under local, state and federal regulations and in a manner that does not harm the public or the environment. The California Department of Toxic Substances Control (DTSC) will oversee this process and ensure that it’s performed accordingly.

Advisories/Mitigation Measures:

  • Dust Control - The following measures will be implemented to prevent fugitive dust from leaving the site: the use of watering trucks to wet the soil, covering truck loads with tarps before they leave the work site and the designation of a specific entrance and exit for all equipment and trucks hauling debris where an anti-soil tracking device will be installed.  Additionally, street sweepers will be used to keep clear the streets of debris as needed.
  • Soil Sampling and Analysis - In 2010, the soil in the Expo ROW was sampled for soil contaminants. Arsenic, lead, petroleum hydrocarbons, polychlorinated biphenyls, polycyclic aromatic hydrocarbons, and volatile organic compounds were found at various locations and depths below the ground surface in the Expo ROW. There is no immediate health risk to the residents or businesses in the area; however, DTSC recommended that the contaminated soil be removed to prevent the potential for future exposure.
  • California Department of Toxic Substances Control (DTSC) - is responsible for the oversight of the soil removal process to ensure that the Expo Authority and its contractor, SRJV and their subcontractors perform the excavations under local, state, and federal regulations. All necessary precautions will be implemented to make certain that site workers and the community are safe during the soil removal activities. Traffic Impacts/Access:

  • Trucks used to haul away debris will occasionally interrupt traffic as they enter and exit the ROW; however, flagmen will be used to safely direct drivers to minimize traffic disruptions.

As part of the construction of Phase 2 of the Expo Light Rail Line, work crews will implement lane closures on westbound National Boulevard for the Palms Station elevator tower installation in the City of Los Angeles. The work is being managed and performed by the Expo Phase 2 design-build contractor Skanska-Rados Joint Venture (SRJV), and its subcontractors.

What: Westbound National Boulevard Lane Closure

When: Sunday, April 13, 2014 through Tuesday, April 15, 2014

Work Hours: 9:00 p.m. to 6:00 a.m.

Where: Construction activities will take place on the Expo ROW along National Boulevard between Palms Boulevard and Clarington Avenue

Work Description: 

Work crews will be using a crane to install the elevator tower for the Palms Station, and due to space constraints, the crane will sit on the westbound lanes of National Boulevard.

Traffic Impacts: 

? Westbound National Boulevard between Palms Boulevard and Clarington Avenue will be closed to all through traffic and all turns onto westbound National Boulevard will be prohibited.

? Traffic heading westbound on National Boulevard will be directed to continue westbound on Palms Boulevard. 

? Eastbound National Boulevard will remain open and monitored by flaggers between Clarington Avenue and Palms Boulevard.

? Turn restrictions will be implemented during work hours. Please obey all posted traffic signs.

? Parking restrictions will be strictly enforced and signage with specific restrictions will be in place in all construction areas.

Where:            

  • Bagley Avenue, between Exposition Boulevard and the I-10 Freeway
  • Exposition Boulevard, 1/2 block east and west of the Bagley Avenue intersection

Traffic Impacts:

  • Bagley Avenue and Exposition Boulevard will be temporarily closed. Please refer to detour map and follow detour signs for alternate routes.
  • Local access in the closure areas will be maintained at all times.
  • Electronic message boards, directional signage and flaggers will be used to direct vehicles and pedestrians around the construction zone.

Related Work Activities:

  • In addition, the week of April 7, 2014 and April 25, 2014, work crews will also implement intermittent lane closures on Bagley Avenue and Exposition Boulevard, between the hours of 7:00 a.m. to 3:30 p.m. to continue additional utility work. Traffic in one direction on Bagley Avenue will be maintained at all times.

Advisories:

  • Work crews will water down the work area to minimize dust, sweep adjacent streets of debris as needed, and will monitor the air.
  • Parking restrictions will be required. Restrictions will be strictly enforced at all times and signage with specific restrictions will be in place in all construction areas.

What: Temporary Full Closure of Motor Avenue

When: Thursday, February 20, 2014

Work Hours: 9:00 p.m. Thursday night through 6:00 a.m. Friday morning (One night only) 

Where: Street paving will take place on Motor Avenue, just north of Irene Street

Work Description: 

Construction crews will implement a temporary full closure to complete asphalt restoration. Activities will include saw-cutting, asphalt removal, backfilling and asphalt restoration. Heavy machinery used may include excavators/backhoes, front-end loaders and trucks.

Traffic Impacts: 

  • Northbound and southbound Motor Avenue will be closed to all through traffic between Irene Street and Walavista Road during nighttime hours.
  • Southbound Motor Avenue traffic will be detoured at Manning Avenue.
  • Northbound Motor Avenue traffic will be detoured at National Boulevard.
  • Electronic message boards, directional signage and/or flagmen will be used to safely direct vehicles and pedestrians around the construction zone.

What:               Temporary Traffic Interruptions on Overland Avenue at Exposition Boulevard

Construction crews will be painting, dry finishing, and completing miscellaneous work for the National/Palms Bridge.

  • National Boulevard will be closed to all traffic between Manning Avenue and Exposition Boulevard during nighttime hours.
  • Westbound National Boulevard traffic will be detoured at Bagley Avenue.
  • Northbound Palms Boulevard traffic will be detoured at Exposition Boulevard.
  • All traffic lanes will be open to through traffic during daytime hours.

Where:             Construction will take place across Sawtelle Boulevard along the Expo ROW, just south of Pico Boulevard.

Work Description:

Construction crews will remove all falsework and steel forms as the support for the cast-in-place concrete bridge that will span over Sawtelle Boulevard.

Traffic Impacts:

  • Northbound and southbound Sawtelle Boulevard will be closed to all through traffic between Exposition Boulevard and Pico Boulevard throughout the removal of the falsework during nighttime hours.

¨      Southbound Sawtelle Boulevard traffic will be detoured at Pico Boulevard.

¨      Northbound Sawtelle Boulevard traffic will be detoured at Exposition Boulevard.

What:     Closure of Westbound National Boulevard for TPSS and Station Plaza construction

Where:             Construction activities will take place on the Expo ROW at National Boulevard between Palms Boulevard and Clarington Avenue

Work Description:

Construction activities will include the use of heavy equipment to set forms, place rebar and set the concrete foundation for the station, station plaza, stairs, elevator shaft, bridge structure and to complete the installation of the retaining wall and utilities for the TPPS. Due to space constraints, equipment will sit on the westbound lane of National Boulevard in order to complete these activities. 

Traffic Impacts:

  • Westbound National Boulevard between Palms Boulevard and Clarington Avenue will be closed to all through traffic and all turns onto westbound National Boulevard will be prohibited.
  • Traffic heading westbound on National Boulevard will be directed to continue westbound on Palms Boulevard.

What:               Venice Boulevard Median Reconstruction for Street Widening

Installation of Temporary Traffic Control and Striping for Removal of Street Parking on the South Side of Venice Boulevard June 23, 2013 (1 night only) 9:00 p.m. – 6:00 a.m.
Median Reconstruction June 24, 2013 – August 9, 2013 9:00 p.m. – 6:00 a.m.

 

Work Description:

Construction of the Venice Boulevard Bridge, with columns in the center of the street, will require the widening of Venice Boulevard which includes the reconstruction of the median and reconfiguration of traffic lanes. Initial activities will include the removal of a few trees located in the median and on the north side of Venice Boulevard, as well as the removal of existing light poles and the installation of temporary lighting on the north and south sides of Venice Boulevard between Robertson Boulevard and Ivy Street. Both of these activities will take place between June 12 – June 20.

Median reconstruction will entail saw cutting and removal of the existing asphalt and concrete median, followed by the construction of a new median to accommodate the future reconfiguration of traffic lanes on Westbound Venice Boulevard. The parking lane along Eastbound Venice Boulevard, from Robertson Boulevard to Ivy Street, will be temporarily converted to a traffic lane and street parking will be prohibited during the duration of the work.

Traffic Impacts:

  • Intermittent traffic lane impacts on Southbound and Westbound Venice Boulevard will be implemented during nighttime hours during the tree removal and the temporary lighting installation.
  • Westbound Venice Boulevard from National Boulevard to Robertson Boulevard will be reduced to one traffic lane during nighttime hours.
  • Westbound and Eastbound Venice Blvd from Ivy Street to National Blvd will be intermittently reduced to two traffic lanes during nighttime hours.

Advisories: 

  • Parking and “No Stopping Anytime” restrictions will be strictly enforced at all times.
  • Directional signage will be used to safely direct drivers and pedestrians around the construction zones.
  • Local and pedestrian access will be maintained at all times.
  • Please do not enter the construction work zone and obey all posted construction signs.

  • Robertson Boulevard will be closed between Hoke Avenue and Venice Boulevard, and traffic will be detoured at  Washington Boulevard and National Boulevards.

Traffic Impacts During Closures of Eastbound Venice Boulevard:

  • Eastbound Venice Boulevard will be closed to through traffic from Culver Boulevard to Robertson Boulevard, and traffic will be detoured at Bagley Avenue/Main Street or Culver Boulevard.
  • Right turns on to eastbound Venice Boulevard from Culver Boulevard will be prohibited, and traffic will be detoured to Washington Boulevard at InceBoulevard.
  • Eastbound Venice Boulevard between Watseka Avenue and Culver Boulevard will be reduced to one lane of traffic.

Traffic Impacts During Closures of Westbound Venice Boulevard:

  • Westbound Venice Boulevard will be closed to through traffic from Robertson Boulevard to Culver Boulevard, and traffic will be detoured at National Boulevard.
  • Right turns from the eastbound I-10 Freeway Robertson Boulevard off ramp onto westbound Venice Boulevard will be prohibited.
  • Through traffic and left turns across Venice Boulevard will be prohibited. All traffic will be detoured to north Robertson Boulevard or eastbound Venice Boulevard.
  • Westbound Venice Boulevard between Ellis Avenue and Robertson Boulevard will be reduced to one lane of traffic.

Advisories: 

  • Pedestrian access will be maintained at all times or via designated walkway installed by the contractor.
  • Local access to businesses will be maintained.
  • Directional signage and electronic message boards will advise of the detours during the closures.

Due to placement of K-rail, parking on the west side of Motor Avenue under the I-10 Freeway will be prohibited throughout the bridge construction. Most construction activities will be limited to areas behind the K-rail and the Expo ROW.

Work Description:

Construction of the National/Palms Boulevard Bridge will be implemented in stages.  Initial stages will include the realignment and restriping of traffic lanes on National Boulevard between Exposition Boulevard and Manning Avenue.  K-rail (concrete barriers) will be placed on National Boulevard and at the northeast and northwest corners of the intersection with Exposition Boulevard.  Abutment excavation will take place directly behind the K-rail to prepare the area for bridge construction.  All additional construction activities will be limited to areas behind the K-rail on the Expo ROW. The traffic signals at this intersection will be temporarily disabled during the relocation and the final activation. Traffic Control Officers will direct traffic during this period.

Traffic Impacts:

  • National Boulevard will remain open to through traffic during the daytime construction activities.
  • One traffic lane in each direction will be closed during the nighttime work on Monday, August 20.
  • Once the K-Rail is in place:

·        Southbound National Boulevard:  The street will be reduced to one lane between Manning Avenue and Exposition Boulevard.  North of Manning Avenue, traffic will begin to transition to one through lane, and the right lane will be designated for right turns only.  South of Manning Avenue, the left turn pocket will be eliminated, prohibiting left turns onto eastbound Exposition Boulevard, as well as U-turns.

·        Northbound National Boulevard will remain as two lanes.  However, left turns from Palms Boulevard onto National Boulevard will be prohibited, as well as U-turns.

·        Eastbound and Westbound Exposition Boulevard will have all lanes open without restrictions.  However, trucks will not be allowed to make right turns from westbound Exposition Boulevard onto northbound National Boulevard.

What: Soil removal and grading necessary for the start of construction

When: Monday, July 23, 2012 through Friday, September 28, 2012

Work Hours:

  • 7:00 a.m. to 6:00 p.m., Monday through Friday in the City of Los Angeles
  • 8:00 a.m. to 6:00 p.m., Monday through Friday in the City of Santa Monica
  • No work will take place on weekends

Where: Work will take place within the Expo ROW, throughout the alignment between Bagley Avenue in the City of Los Angeles and 17th Street in the City of Santa Monica

Work Description:

Construction crews will continue soil removal and grading within the right-of-way. Equipment used for these construction activities will include: excavators, compaction rollers, front-end loaders, backhoe loaders, bulldozers and trucks. Work crews will perform excavations under local, state and federal regulations and in a manner that does not harm the public or the environment. The California Department of Toxic Substances Control (DTSC) will oversee this process and ensure that it is performed accordingly.

Advisories/Mitigation Measures:

  • Dust Control - The following measures will be implemented to prevent fugitive dust from leaving the site: the use of watering trucks to wet the soil, covering truck loads with tarps before they leave the work site, and the designation of a specific entrance and exit for all equipment and trucks hauling debris where an anti-soil tracking device will be installed. Additionally, street sweepers will be used to keep clear the streets of debris as needed.
  • Soil Sampling and Analysis - In 2010, the soil in the Expo ROW was sampled for soil contaminants. Arsenic, lead, petroleum hydrocarbons, polychlorinated biphenyls, polycyclic aromatic hydrocarbons, and volatile organic compounds were found at various locations and depths below the ground surface in the Expo ROW. There is no immediate health risk to the residents or businesses in the area; however, DTSC recommended that the contaminated soil be removed to prevent the potential for future exposure.
  • California Department of Toxic Substances Control (DTSC) – is responsible for the oversight of the soil removal process to ensure that the Expo Authority and its contractor, SRJV and their subcontractors perform the excavations under local, state, and federal regulations. All necessary precautions will be implemented to make certain that site workers and the community are safe during the soil removal activities. Traffic Impacts/Access:

  • Trucks used to haul away debris will occasionally interrupt traffic as they enter and exit the ROW; however, flagmen will be used to safely direct drivers to minimize traffic disruptions.
  • Access to businesses and residences will be maintained throughout all construction activities.
  • Please obey all posted parking restriction signs and construction signs; do not enter the construction work zone.

Where: Work activity will take place near the intersection of Venice Boulevard and Robertson Boulevard
Work Description: Sewer investigation activities will take place the week of June 18th. Sanitary sewer relocation activities will follow and will include the excavation of approximately 200 linear feet along westbound Venice Boulevard, to install new pipes and manholes. Upon completion of the work, the street will be restored.
Traffic Impacts:

  • Traffic will be impacted on Venice Blvd. between Durango Ave. and Ivy St.
  • Westbound traffic on Venice Blvd. will be reduced to one lane between Curtis Ave. and Culver Blvd.
  • Eastbound traffic on Venice Blvd. will be reduced to two lanes between Curtis Ave. and Robertson Blvd.
  • On northbound Robertson Blvd., left turns will be prohibited onto Venice Blvd.
  • On southbound Robertson Blvd., right turns will be prohibited onto Venice Blvd.
  • On eastbound Venice Blvd., left turns onto Robertson Blvd. will be prohibited.
  • Pedestrian access will be maintained on the south side of Venice Blvd.
  • Pedestrian traffic on the north side of Venice Blvd. will be re-directed to the south side of Venice Blvd. between Robertson Blvd. and Culver Blvd.
  • Electronic message boards and directional signage will be used to safely direct drivers and pedestrians around the construction zones.
  • Local access to all businesses will be maintained.

Advisories:

  • Steel plates will be used to maintain traffic during daytime hours. .
  • Parking and “No Stopping Anytime” restrictions will be strictly enforced at all times.
  • Please do not enter the construction work zone and obey all posted construction signs.
